A second term, on the strength of new alliances

The parliament that emerged from the May 24th elections has re-elected Annita Demetriou as House Speaker for a second term. The choice came under a new electoral system, following intense behind-the-scenes manoeuvring in the days and hours leading up to the parliamentary session.

Demetriou takes up the role carrying not only a full term of experience but a considerable weight of responsibility. The Speaker of the House of Representatives holds the second-highest office in the state — first among equals in institutional terms, yet also constitutionally bound to work in concert with the executive. The Speaker is the primary channel of communication and coordination with the government, and carries the additional burden of driving legislative debate: advancing bills, steering reforms, ensuring that the changes the country needs are at least discussed — and, where agreed, brought to a vote.

The record of recent years has shown, broadly speaking, that consensus and cooperation are achievable. The conditions for them, however, depend on goodwill and a genuine appetite for collaboration.

Demetriou arrives with five years of experience behind her. In her first address after her election, she struck a tone that spoke directly to the mood gripping Cypriot society — a deep disillusionment with political parties and institutions alike. Addressing her fellow MPs, she called on parliament to “uphold the dignity of this House, to work with integrity, mutual respect and purpose, to prove that our institutions can inspire trust, and to help Cyprus rise to its challenges and move forward.” She also warned that “the greatest threat to democracy is for citizens to see their own parliament as a fortified silo — sealed off from society, indifferent to their anxieties.”

Institutions exist to serve the people. That must be the first principle of everyone in political life.

The election of the Speaker also sends signals — above all about the shape of political alliances, inside and outside parliament. Alliances that reflect, in no small measure, the verdict delivered by voters on May 24th.
