The cabinet approved legislation Thursday regulating teleworking and flexible employment arrangements for public sector workers, the government announced.
The decision enables hybrid teleworking arrangements allowing employees to work remotely on specific days combined with office-based work, provided duties can be performed remotely. The bill forms part of Cyprus’s Recovery and Resilience Plan 2021-2026 and establishes conditions and general terms for teleworking. A guidance manual will be issued once parliament passes the legislation.
Cabinet simultaneously approved Public Service (Working Hours) Regulations 2025, permitting reduced working hours of up to two hours daily with proportional salary reductions for employees with family responsibilities, carers, workers with disabilities or health issues verified by medical certificate.
Flexible working hours have been extended from 1.5 to 2 hours, with arrival and departure times ranging between 7:00-9:00 AM and 2:30-4:30 PM. Special provisions apply to parliamentary staff working afternoon hours.
The new regulations will consolidate and modernise provisions in effect from 1990 to 2023. Implementation requires installation of electronic attendance monitoring systems where not already present, which will also process teleworking applications electronically.
The implementation date for teleworking and other arrangements will be determined following parliamentary approval of the legislation.
