The cabinet reshuffle and the political message behind it

The much-discussed cabinet reshuffle was announced late on Tuesday afternoon. According to the reports, there were few surprises. The changes were limited in scope, and the new faces had already been widely discussed in recent days.

As the reports note, President Christodoulides delayed announcing the changes to his Cabinet. He allowed the issue to remain the subject of public discussion for days, even though he appeared to have already made his decisions. The delay was clearly also due to the visit of the United Nations Secretary-General, António Guterres, to Cyprus and the developments in the Cyprus issue. But these are details that merely add to the discussion.

Two leaders of modern Greece, Konstantinos Karamanlis and Andreas Papandreou, viewed cabinet reshuffles with cynicism. They were, of course, products of a different political era. Even so, reshuffles then shared much in common with those of today: changing faces in order to refresh the government. During the second phase of his political career, after the restoration of democracy, Karamanlis also saw reshuffles as headline-grabbing exercises and, at times, as a means of applying political pressure. Hence his well-known remark that “the time will come when the Prime Minister will not be able to replace even the office messenger.” On the other side of the political divide, Papandreou sometimes used reshuffles as a way of managing political balances and internal party dynamics.

A cabinet reshuffle is the exclusive constitutional prerogative of the President of the Republic. That may sound like a well-worn cliché, but it is also the essential point. The President is the one who knows how his Cabinet works and what changes need to be made. What is the purpose of those changes? To strengthen and improve the government. The objective remains the same: more effective implementation of the government’s programme.

Whether that objective is achieved is something the public will recognise first. As we have often said, everything is judged by results. Ultimately, the public is the final judge.

The changes to the Cabinet are also linked to the 2028 presidential election. According to what is being reported and discussed in the public sphere, the President has reshuffled his Cabinet with the intention of taking this team into the 2028 presidential election. It includes more experienced political figures. Another notable feature is the stronger presence of figures drawn from the Democratic Party. This move also cements the shared path towards the 2028 presidential election.
