The Road Transport Department has declared repeatedly that it cannot register scooters and bicycles in the same way it does all other wheeled vehicles. Why? Because it needs special software, extra staff, registries—and for what exactly?
Yet a bill has now been tabled in Parliament proposing the operation of a registry and the registration of scooters and bicycles. We haven’t a clue what will happen if this proposal passes, or who’s supposed to implement it. You can’t just pass laws that simply gather dust on the shelf.
Why on earth should a scooter have registration plates? As if it’s going to commit a crime, then accelerate away at high speed and vanish into the night. Give users of personal mobility devices proper spaces to move around in first, then start banging on about registration numbers.
Always the cart before the horse in this place.
