Traffic camera fines hit dead end at wrong addresses

Thousands of traffic camera fines remain undelivered due to outdated government databases and incorrect residential addresses, officials told parliament’s Legal Affairs Committee on Wednesday.

The issue emerged during discussions about a new platform where citizens can check pending fines before criminal proceedings begin after March 31, 2025.

Out of 100,000 undelivered fines returned by the postal service in 2024, only 10,000 were successfully served after being forwarded to process servers.

Chrysostomos Philippou, representing the managing company, told MPs that process servers often cannot locate specific apartments in residential blocks due to incomplete address information.

Many drivers also retain old addresses after moving or transferring vehicle ownership.

The Transport Ministry is drafting legislation to enable SMS notifications for pending fines. Republic Attorney Polina Efthyvoulou assured that the platform is legal, though AKEL MP Aristos Damianou questioned the legal basis for the deadline.

Privacy concerns were raised about the platform, as anyone with access to a person’s ID and vehicle numbers could check their fines.

Traffic Department Assistant Director Charis Evripidou said they are considering limiting access through the government’s Cy login portal.

The Commissioner for Legislation, Louiza Christodoulidou Zanettou, highlighted the need to review serving procedures, noting that the UK allows 14 days for fine delivery compared to Cyprus’s 180 days.
