A revised draft of the European Council conclusions shows significant improvement in references to Turkey, particularly regarding the Cyprus issue, with Nicosia expressing satisfaction over changes made since last Friday.

The latest draft, discussed at COREPER level, strengthens the link between EU-Turkey relations and progress on the Cyprus problem.

In paragraph 100, the Council notes recent developments in EU-Turkey dialogue while emphasising that “constructive Turkish engagement will be crucial in advancing various areas of cooperation”.

The EU “attaches particular importance to the resumption and progress of Cyprus settlement talks for further enhancement of EU-Turkey cooperation”, the draft states.

It also welcomes improved Greece-Turkey relations and de-escalation in the Eastern Mediterranean.

On Cyprus, paragraph 103 reaffirms the EU’s commitment to a comprehensive settlement within the UN framework, stressing Turkey’s vital role in achieving a peaceful solution.

The draft condemns Turkey’s unilateral actions in Varosha as contrary to UN resolutions.

The document also addresses Turkey’s stance on EU sanctions against Russia, calling for alignment with EU foreign policy positions and requesting an assessment of Turkey’s actions regarding sanctions implementation.

Cyprus President Nikos Christodoulides is expected to discuss these developments during today’s lunch with EU ambassadors, focusing on Cyprus’s regional role and the need for stronger EU engagement in the area.
