Former contractor’s refusal to leave complicates Liopetri River works

Cyprus’s Department of Town Planning has launched a €420,000 tender for road network completion at the Liopetri River renovation project, even as the former contractor refuses to vacate the site following the termination of their contract in early November.

The tender, which closes on January 31, 2025, covers road network completion, access road development, and drainage infrastructure works.

However, the project faces complications as former contractor Lois Builders Cyprus maintains its position at the construction site.

Nicholas Lois, the company’s director, told philenews that his firm considers the contract termination illegal and will remain on site.

“We have repeatedly called on the employer to return to negotiations and complete the works within six months, as suggested by the project engineer, whose contract was also terminated”, Lois said.

He disputed the Town Planning Department’s reported 5% completion rate, claiming official payment certificates show 25% completion within one year.

The standoff has severely impacted local businesses, with most fishermen abandoning the area and one of two major restaurants closing.

The project, originally scheduled for completion in March 2023, has disrupted the area for four years.

The Interior Ministry is exploring options to remove the contractor, with two scenarios under legal review: direct assignment to project subcontractors or awarding the contract to the second-lowest bidder from the original tender.
