A simple clarification: The Constitutional amendment that passed with 37 votes occurred during the period when Parliament had 55 MPs.
For those who don’t remember, during the previous parliamentary term, there was the matter of the Limassol seat won in the elections by Eleni Theocharous, who renounced it before taking the statutory affirmation in Parliament.
This created a legal issue, preventing the seat from being awarded to the ‘Solidarity’ party or going to the runner-up candidate.
The matter went before the courts 2-3 times, and ultimately Parliament operated with 55 MPs for an extended period. Two-thirds of 55 is 37 MPs.
This explains how a constitutional amendment previously passed with 37 MPs.
However, with 56 MPs, 38 votes are required.
