Cyprus’s small population does not justify the failure to locate offenders so that out-of-court fines can be served, according to data presented to the parliamentary Legal Affairs Committee. The figures show that only about 20% of 190,000 attempts to serve out-of-court fines were successful. In other words, roughly 38,000 out of 190,000 attempts succeeded.

The backlog of unserved fines could result in thousands of cases being referred to the courts, with many citizens potentially ending up before justice over accumulated penalties. MPs argued that the legal provisions requiring delivery by police officers had not been properly followed. They said a workable formula should be found to ensure out-of-court fines are served effectively.
