Larnaca’s tallest towers get planning permission in Livadia

Two 20-storey towers that will be Larnaca’s tallest buildings have recently been granted planning permission in Livadia. They are the first phase of a six-tower project with a preliminary estimated cost of 200 million euros.

Horizon Towers is being developed by Shajwawi Lebovich Karekla (SLK) Developments Ltd. It will have 528 homes across its six towers, along with luxury restaurants, shops, swimming pools, a gym, a spa and a padel court.

The Larnaca District Local Government Organisation (DLGO) has issued planning permission for two 84-metre, 20-storey buildings and a 27-metre, six-storey building, its president, Angelos Hadjicharalambous, told Phileleftheros. An application for a building permit has been submitted and is being examined. The site is near the former refinery, about 400 metres from the sea, and falls within the central multi-use core of the Former Refineries Area Plan. Under provision 17.3 of the amended plan approved in 2023, Hadjicharalambous said, “the maximum height of buildings at this site can be up to 90 metres”.

SLK said the process for the first phase, Horizon 1 and 2, had already begun. The two towers will have 99 flats in total, as well as shops, a pool, a playground and green spaces. The company said 57 of the flats had already been sold.

The second phase is expected to start after 2030. It will include the remaining four towers: Horizon 3, 4 and 5, which will each have 17 storeys, and Horizon 6, with 16. The plans also include two more pools, an outdoor café and parking for 427 vehicles.

Horizon Towers will be Livadia’s first towers. Development in the area has increased since oil storage tanks were removed from the former refinery area.

SLK’s other projects

SLK plans investments in Larnaca well in excess of 250 million euros. Its first major project to be completed in the city is expected to be Lumina Mare, a 19-storey tower under construction near the port. The licensed mixed-use development will rise to 65 metres and cost about 40 million euros. According to the company, it will have:

  • 54 homes
  • indoor and outdoor gym facilities
  • a rooftop pool and bar on the 19th floor
  • restaurants, cafés and luxury shops on the ground floor

SLK also recently bought the site of the former Beau Rivage hotel, a beachfront plot on the edge of Pyla, and said it would announce its plans later. A fund backed by US interests had previously announced a 120-million-euro investment on the site, including a four-star and a five-star hotel, 88 flats and ten villas, but it never went ahead.
