A new bill submitted to parliament outlines fines for drivers who violate low-emission zone regulations, adding several new traffic offences to existing legislation.

The bill amends the Out-of-Court Settlement Law to include penalties for violations under the 2023 Special Measures for Reduction of Atmospheric Pollutants and Greenhouse Gases from Road Transport Law.

The proposed fines include:

  • €50 for illegal entry into low-emission zones or roads
  • €75 for illegal entry into zero-emission zones or roads
  • €100 for operating conventional fuel vehicles that fail to meet anti-pollution technology specifications or carbon dioxide emission limits in designated areas
  • €75 for unauthorised use of designated road lanes
  • €100 for using vehicles in designated areas without paying required charges
  • €75 for parking non-qualifying vehicles in restricted areas

According to the accompanying documentation, the legislation aims to establish special measures to reduce atmospheric pollutants and greenhouse gases from road transport. These measures may include designating low or zero-emission zones, restricting certain vehicle categories in specific areas or during particular times, and controlling access to designated road lanes.

The law allows authorities to implement various traffic management measures, including the establishment of low and zero-emission zones, time-specific vehicle restrictions, and dedicated lane usage regulations.
