Cyprus and Greece launch cross-border digital health service

Cyprus and Greece have launched a cross-border digital health service that allows doctors and pharmacists in both countries to access patients’ medical information and process electronic prescriptions.

The service will benefit thousands of Cypriots and Greeks who travel between the two countries daily. Cyprus has already linked its health data with four other EU member states.

Citizens can access the system by activating their account through five specific steps. The service currently includes brief health summaries and electronic prescribing and dispensing of medicines.

Access requires the citizen’s consent, and activation takes place through the National eHealth Authority website after logging in via the Cy-Login portal.

The patient summary includes key health information needed for proper treatment abroad, such as allergies, current medication, previous illnesses, and surgical procedures.

With the electronic prescription service, patients can receive a prescription from a healthcare provider in one country and collect the medicine from a pharmacy in another EU member state, according to the National eHealth Authority.

The electronic prescription includes the same information as a handwritten prescription: identification details of the health professional, patient and pharmaceutical product. All information processed through the platform is recorded and accessible to citizens and health professionals who may need it later.

Activation instructions

Citizens must first activate the service through the National eHealth Authority to access their health summary or use electronic prescriptions in Greece and other EU member states.

The process begins by creating or confirming a CY Login account on the Cyprus government portal at cge.cyprus.gov.cy.

After completing identification, citizens visit the National eHealth Authority website at www.neha.org.cy, locate the “Electronic Cross-Border Healthcare Services (NCPeH)” section and enter the platform.

Entry to the platform uses CY Login to verify the user’s identity before accessing critical personal data.

The most important step involves declaring explicit consent for cross-border exchange of medical data.

Without this consent, the patient summary cannot be displayed to health professionals in other countries, and electronic prescriptions cannot be filled outside Cyprus, even in emergencies.

Once consent is activated, the service becomes fully operational. Citizens can fill electronic prescriptions in participating EU member states, whilst doctors abroad can access their health summary.

The summary updates automatically and remains available for future travel to countries participating in electronic cross-border healthcare.

Service to expand

The National eHealth Authority announced that additional data will soon be added, including medical imaging examinations, laboratory test results and hospital discharge summaries for use across the EU.

Greece joins the network already operating between Cyprus and Spain, Croatia and Poland. The connection with Luxembourg covers only medical history, not prescribing and dispensing medicines.

Mobile app deal imminent

Beyond the cross-border healthcare connection, a health app for mobile phones is at an advanced stage, according to Andreas Christodoulou, vice chairman of the Authority’s board and representative of the Federation of Patient Associations of Cyprus (CyFPA/OSAK).

Regarding the mobile app through which citizens will access their personal health data, procedures are at a very advanced stage, and next week a contract will be signed with the contractor to begin designing the app for delivery to citizens in 2026, according to Christodoulou.

Work is also progressing on the Integrated Electronic Health Record, which will include complete medical history and be accessible to all health professionals under specific criteria.

The Authority is consulting with the Health Insurance Organisation so that GHS data can be automatically transferred to the official electronic record. A tender for the technical contractor will be announced officially by the end of the year.

According to the Authority, all projects are progressing according to schedule. With the activation of the new services, the country is taking significant steps towards a modern, interconnected and digitally mature health system where technology unites citizens and professionals regardless of borders.
