Shajwawi Lebovich Karekla Developments Ltd (SLK) has acquired land from Petrolina to build a six-tower residential complex on the former refinery site in Larnaca.

The Horizon Towers project will contain over 450 residential units across six buildings. Two towers will stand 86 metres tall with 20 floors each, housing 99 apartments. Three additional 17-storey buildings will contain 85 units each, while a 16-storey tower will hold 77 apartments.

The development includes:

  • Multi-purpose public buildings with retail, dining and office spaces
  • Over 9,000 square metres of green areas
  • Parking for more than 400 vehicles
  • Swimming pools and recreational facilities

Located 400 metres from the coast, the project forms part of the wider regeneration plan following the removal of refineries and petroleum storage facilities from Larnaca’s northern shoreline.

Environmental impact assessments remain under public consultation until 6 June 2025. The study, prepared by ATLANTIS Environment and Innovation, addresses potential groundwater impacts through a drainage system using 6-8 boreholes to reintroduce pumped water back into the aquifer.

Construction is expected to take approximately 18 months once approvals are secured. Environmental impacts during construction are projected to be minor to moderate, according to the assessment documentation.

The development spans across the municipal areas of Larnaca, Livadia and the Voroklini community in what developers describe as a significant urban renewal initiative for the previously industrial area.
