Fortifying Ukraine: inside Europe’s €90 billion support plan

On Ukraine’s Independence Day, 24th August, the European Commission approved €6.1 billion in additional defence procurement to support Ukraine. The funding will be used to purchase air and missile defence systems, missiles, ammunition and radar equipment, reinforcing Europe’s continued commitment to helping Ukraine withstand Russia’s ongoing aggression.

European Commission President Ursula von der Leyen said the decision demonstrates that European support for Ukraine remains strong and practical. She stressed that, as Russia increases its attacks, Europe is expanding its assistance to help Ukraine protect its population and defend its airspace.

The new funding is part of the €90 billion Ukraine Support Loan (UASL) and comes at a time when Russia has intensified its use of ballistic missiles and drones. Ukraine recorded 376 missile attacks in July alone, highlighting the growing need to strengthen its defensive capabilities.

The latest approval brings the total value of procurement plans already approved to €16 billion. Of this amount, €8.35 billion has already been distributed, helping ensure that Ukraine receives essential military equipment in a timely manner and in sufficient quantities.

The majority of the newly funded equipment will be purchased from European Union defence manufacturers. In response to Russia’s increased deployment of ballistic missiles and jet-powered drones, the Commission has called for EU countries and industries to accelerate deliveries. This includes using existing stockpiles, adjusting current orders and increasing production capacity.

The speed at which Ukraine can obtain essential defence equipment remains crucial to its ability to protect itself. Under the Ukraine Support Loan, €30 billion is allocated for budgetary assistance and €60 billion for defence during 2026–2027. Of the defence funding, €28.3 billion is planned for 2026, with the aim of strengthening Ukraine’s domestic defence industry and expanding its ability to produce critical military equipment.
