Anti-corruption authority finds no evidence linking naturalisations to DISY donations

The Independent Authority Against Corruption has found no evidence linking the naturalisation of specific individuals to donations made to DISY, according to its report on a complaint filed by AKEL MP Christos Christofides.

The complaint, submitted in September 2022, concerned 13 foreign nationals who acquired Cypriot citizenship and were alleged to have made contributions to DISY either personally or through companies.

It also included a reference to Russian bank Promsvyazbank, with claims of possible connections to relatives of a former official.

Investigation officers were given terms of reference to determine whether acts of corruption arose, excluding investigation into the circumstances of citizenship acquisition, which is being examined in another investigation at the preliminary stage.

According to the investigation’s findings, no decree had been issued to strip any of the naturalised individuals of their Cypriot citizenship, nor was any such process underway at the time of the investigation.

There is no evidence suggesting that the naturalisation of the individuals under investigation occurred due to a promise or offer of concurrent or future benefit, and consequently due to the provision of unjustified advantage by the naturalised individuals to public officials and/or officers through donations to DISY, that would create suspicion of corruption offences.

Specifically, the evidence showed that no connection can be made between the naturalisation of the investigated individuals and the contributions to DISY by the naturalised individuals and/or companies in which they have or had an interest or position.

Regarding the housing of Russian bank Promsvyazbank in the building purchased from seller company Y.A.M. Imperio Enterprises Ltd, there is no evidence suggesting that the specific transaction occurred due to a promise or offer of concurrent or future benefit, and consequently due to the provision of unjustified advantage by the purchasing company and the subsequently naturalised individuals (who were connected to Russian bank Promsvyazbank) to public officials and/or officers through the specific transaction, that would create suspicion of corruption offences.
