Plans for a six-tower complex on the former oil refinery land between Larnaca and Livadia municipalities have been submitted by Shajwawi Lebovich Karekla (SLK) Developments Ltd.
The Horizon Towers project is planned for land acquired from Petrolina, owned by the Lefkaritis family, and would consist of residential and commercial structures.
According to the proposal, the development includes:
- Two 20-storey towers (Horizon 1 and 2) reaching 86 metres with 99 apartments
- Three 17-storey towers (Horizon 3, 4 and 5) at 75 metres with 85 apartments each
- One 16-storey tower (Horizon 6) at 70 metres containing 77 apartments
The development would include approximately 450 residential units featuring penthouses and apartments with one to three bedrooms.
Two separate multi-purpose buildings (Annex 1 and 2) would house retail outlets, restaurants, wellness centres and offices. Additional facilities include gymnasiums, spa services, children’s areas, swimming pools and padel courts.

The project incorporates over 9,000 square metres of green space with parking capacity for more than 400 vehicles, including accessible parking.
Located 400 metres from the coastline, the development sits near the airport, city centre and developing coastal areas of Larnaca.
The project forms part of the broader redevelopment of the former refinery zone into an urban development, tourism and business hub.
Environmental impact assessments for the complex are under public consultation by the Environmental Authority until 6 June 2025. Construction is estimated to require 18 months, pending environmental approval.
